shall bring the Convention to the notice of the Govern- eng of the territory as soon as possible with a view to the enactment of legislation or other action by such government ".

Since this provision, which was added to the I.L.O. constitution in 1946, applies only to dependent territories which already have received a certain measure of self- government, there should be no reason to refuse depen- dent territories of such an advanced stage of development the right to apply Conventions and Recommendations which, for any reason whatsoever, have not yet been

ratified or followed by their metropolitan countries.
