as completed with the adoption of the second Recommendation. The argument was advanced that in the case of at least some of the provisions contained in the two Recommendations the greater international validity and stronger national commitment of an international labour Convention should be sought.

A resolution, which in pursuance of this argument indicated the next step to the taken, was adopted without opposition by the Conference on the proposal of the Conference Committee on Social Policy in Dependent Territories. It reads as follows:

The Twenty-seventh Session of the International Labour Conference, Having adopted a Recommendation concerning social policy in dependent territories (supplementary provisions) and having in mind the adoption by the Twenty-sixth Session c the Social Policy in Dependest Territories Recom- mendation, 1944,

Requests the Governing Body of the International Labour Office to place on the agenda of the nex: general session of the International Labour Conference the question of:

Minimum standards of social policy in dependent territories (provisions suitable for a Conventica) with a view to a first discussion.

It requests the Governing Body to instruct the Inter-ational Labour Office to proceed to an examination of the provisions of the Social Policy in Dependent Territories Recommendation, 1944, and the Social Policy in Jependent Territories (Supplementary Provisicas) Recommendation, 1945, which might be considered for inclusion in the proposed future Convention.

The Governing Body of the International Labour Office met on 6 November 1945 after the close of the Conference. It included the question suggested in the above resolution in the agenda of the 29th Session of the Conference, which will be the next general session following that of Paris.

The 29th Session of the International Labour Conference is due to open on 19 September 1946. Article 32 of the newly codified Standing Orders of the Conference (Article 6-C of the old) governs the adoption of decisions through the double-discussion procedure. In particular, it states that "the International Labour Office shall prepare as soon as possible a preliminary repor: setting out the law and practice in the different countries and any other useful information, together with a questionnaire. The Report and the questionnaire requesting the Governments to give reasons for their replies shall be communicated by the Office to the Governments at the earliest possible date so as to reach them at least six months before the opening of the Conference."

Thus the first duty of the Office is to prepare and despatch this preliminary Report by the beginning of March 1946. Previous
