GENEVA
1. We were very pleased to have a tripartite delegation from Hong Kong attached to the British delegation to the 1986 International Labour Conference. You will recall Mr D Chen (Government), Mr Lui-Ming-Wah (Employers) and Mr Lee-Shing-Chu (Employers) travelled to Geneva for the Conference, and we hope they found their attendance a useful experience.
2. However we feel more could have been obtained if the Hong Kong delegation stayed longer that they did at the Conference so as to fully experience, witness and discuss

This year even more worthwhile that their stay is fruitful. for instance the Hong Kong delegation had already disappeared by the time the Chinese offered a return reception, partially in response to the lunch Mr Chen so generously gave them and opportunities for further useful discussions were consequently lost. An important gathering with the Americans was also missed.
3. Whilst the annual conference is lengthy (three weeks), the main discussions, meetings and important receptions occur in the middle 12 days and the advice we have given to Bermuda (who attend as Observers) is to attempt to

4. I should therefore like to recommend that in your considerations covering Hong Kong fielding a tripartite delegation in 1987, which we sincerely hope it will, it should be able to do so for the central critical period, the dates of which I will advise you on in due course.
