RATIFICATION OF ILO CONVENTION NO 23

On reviewing our file on this subject, I see that you have not yet had a reply to your letter of 7 October. My apologies for this oversight.

The matter has been under discussion between the Labour and Marine Departments here and, in the light of those discussions to date, it appears that there should be no major problem in applying the Convention, although some relatively minor modifications may be required.

I will write again shortly when examination of the Convention has been completed.
