Mr Bleakley, UND

At the recent International Labour Conference in Geneva you may recall that a lunch was given by the British delegation (at Hong Kong instigation and funding) for the visiting Chinese delegation to the conference. As reported by

telegram from UKMIS Geneva telno 316 of 13June 1986, nothing of substance relating to JLG work was discussed.

2.

However I did learn at a subsequent PRC reception from Mr Liu-You-Jin, Deputy Director, Bureau of Foreign Affairs, Ministry of Labour & Personnel, Beijing, that ILO figured 6th on their list of priorities of international organisations relating to Hong Kong's future position. This was later confirmed by Mrs Yao-Ying, Deputy Chief, Department of International Organisations and Conferences, Ministry of Foreign Affairs, Beijing. Mr Liu told me that he expected discussions to occur around the turn of the year (1986/87) and that his section was now working to that timescale by commencing preliminary research on the subject. Mr Liu expected to advice the PRC team at JLG at the appropriate stage.

3. As ILO has some complex membership, supervisory and reporting aspects I would be most grateful if I could be consulted when JLG commission any preparatory work; I would, of course, be pleased to assist you and JLG on any technical aspects, concerning ILO and Hong Kong.
