We are a little concerned that proposals us for changes in the pattern of Hong Kong's participation in international organisations which do not appear

in all cases to have been cleared with your department.

2. You will recall earlier correspondence on Hong Kong's participation in the Customs Cooperation Council. We have since received a letter from Education and Manpower Branch (of 19 April, which only reached us on 18 July!) about Hong Kong's participation in the ILO Asian Regional Conference which will take place in Jakarta this November. The letter was subsequently overtaken by your telno 1634 to which we replied in our telno 1195. There was however no indication that the letter had been cleared with General Duties branch. I wonder if it would be possible for you to ask all Hong Kong Government departments to obtain your advice whenever they propose a change in the existing pattern of Hong Kong's representation in an international organisation? We should like to be sure that when proposal reaches us it has been scrutinised in Hong Kong from a general policy point of view. The sort of procedure we have in mind has in fact been followed in the case of another proposal which we have recently received from the Lands and Works Branch, for Hong Kong to participate in a body called "The Committee for Co-ordination of Joint Prospecting for Mineral Resources in Offshore Asian Areas (CCOP)". In this case the Lands and Works Branch obtained Richard Hoare's views before forwarding the proposal to us. We shall be replying to it shortly.
