I can see s ome advantage in Hong Kong sending a tripartite delegation to the ILO (unions, employers and Government) to be attached to the UK delegation as they have suggested. But we know the Chinese are sensitive on this subject and we need to ensure that Hong Kong bears in any decision they reach.
