PRINCIPLES OF LONG-RUN MARGINAL COST PRICING ON WHICH THE PRICING POLICIES OF THE BRITISH AIRPORTS AUTHORITY ARE BASED.

EXTRACTION OF A REASONABLE RATE OF RETURN ON THE VALUE OF THE AIRPORT ASSETS, INCLUDING THE OPPORTUNITY COST OF AIRPORT LAND, WOULD SEEM CONSISTENT WITH THE UNDERTAKINGS OF BERMUDA 2, THOUGH THE PRECISE MEANING OF THE INTERNATIONAL GUIDELINES HAS
OF COURSE NEVER BEEN TESTED. IT WOULD THEREFORE SEEM UNWISE TU INCREASE LANDING CHARGES, OTHER THAN TO RECOVER INCREASED COSTS DUE TO INFLATION (PROVIDED THIS DOES NOT RESULT IN THE AIRPORT EARNING MORE THAN A REASONABLE RATE OF RETURN).
