REPORT OF THE WORKING GROUP ON
USER CHARGES POLICY AT HONG KONG INTERNATIONAL AIRPORT (HKIA)
Background
1.1
In July 1983 the Airport Accounts Committee (AAC) considered
a paper tabled by the Director of Civil Aviation (DCA) which
set forth broad policy options in relation to future
charging policies at HKIA and the potential constraints on
charging policies imposed by relevant international
obligations of Her Majesty's Government (HMG).

After AAC consideration of the paper the Deputy Financial
Secretary (DFS) established a small working group comprising
representatives of the Civil Aviation Department (CAD) and
the Finance Branch (FB) and Economic Services Branch (ESB)
of the Government Secretariat to study the apparent
constraints upon the Hong Kong Government (HKG).
The Working Group (WG) reported back to the AAC in November
1983.
The general conclusion then reached was that whilst
certain constraints existed, the interpretation of those
constraints should be subject to the advice of HMG.

An initial approach to HMG was made in early 1984.
followed by a series of written exchanges and meetings
between members of the CAD and officials of the U.K.,
Department of Transport (DTP). The last written advice of
DTP, which considerably clarified matters, was received at
the end of 1984.
