I would welcome your comments on all three telegrams, particularly the proposed CAB (Hong Kong Telno 631). My own reaction is that the information outlining the Hong Kong would like to have is not

not as specific Mr Heady suggested it would be at our meeting on 23 January. I also understand from Ted Lindley that the DTp may have problems with some points, particularly about the Chicago Convention.

3. In view of the amount of legislation that must be localised still wish to go for a first Order in Council, dealing with Shipping and Civil Aviation, by July 1986.
