LOCALISATION OF LEGISLATION IN HONG KONG

1. I attach a draft Order in Council (under para 3 of the Schedule to

the Hong Kong Act 1985) drafted by our Legal Advisers, and a draft explanatory note. I would be grateful for any comments you may have. Our present plan is to submit the Order to the Council on 8 July.

Mr Fifoot, Deputy Legal Adviser, discussed the draft with Michael Thomas, the Attorney General in Hong Kong, on 22 May.

The draft includes his comments. In view of the timescale involved I am sending separately a
