start with laws relating to civil aviation, merchant shipping
and Admiralty jurisdiction. The draft Order in Council is
designed to remove the restrictions on it doing so. It is
anticipated that, in due course, there will be a need to make
further Orders in respect of other areas of law.
4. The Order when made is subject to the negative resolution
procedure. A draft of the memorandum for the Joint Committee
on Statutory Instruments is attached.
5. MAED, Legal Advisers, the CAA, the Department of Transport
and the Lord Chancellor's Department concur.
