Crossing, disregards the needs of a resident population of 60,000 persons and a visiting population of three times that number at Taikoo Shing, plus substantial numbers of other persons in the Quarry Bay Area and this deprives a significant proportion of the population of Hong Kong Island of a facility that is being made available to residents and user of other neighbouring areas.

In the event that Government is unwilling to provide the connection at this stage Swire submits the planning of the scheme for the Works should be so designed as to provide for the eventuality that traffic conditions may deteriorate as in the case of the existing Cross Harbour Tunnel and to allow for a direct connection between Taikoo Shing and the new Eastern Harbour Crossing at a later date.

It is therefore submitted that as owner and developer of Taikoo Shing and landlord of the commercial properties thereat, Swire will be adversely affected by:-

the loss of district open space and schools occasioned by the locating of the Works upon space previously allocated for such; Swire objects to the Work on this ground and requests that such lost district open space and schools be re-provisioned in an area where the same will be of amenity value to Taikoo Shing and other residents of Quarry Bay;

the environmental impact of the Works and the proximity of the same to residential portions of Taikoo Shing with consequent loss of amenity and reduction in property values. Swire objects to the Works on this ground and requests that appropriate measures be adopted to obviate or minimise the adverse environmental impact of the Works;

Most importantly, Swire will be affected by the failure of the scheme for the Works to provide a direct or convenient road connection between Taikoo Shing and, the proposed new tunnel in the Eastern Harbour Crossing, which omission will cause inconvenience to persons wishing to travel between Taikoo Shing and East Kowloon, will create unnecessary road congestion in the Quarry Bay Area, and will have a depressing effect in particular upon commercial property values in Taikoo Shing at the expense of other neighbouring areas which will be provided with a convenient road connection to the Eastern Harbour Crossing. Swire therefore objects to the Works on this ground and requests that a direct road connection should be provided between Taikoo Shing and the proposed new road system for the Eastern Harbour Crossing.
