announced officially that Cha Kwo Ling Village should retain its rural

characteristics and all land be zoned Undetermined on the outline zoning

plan by the Town Planning Board. As to the indigenous residents of

Cha Kwo Ling Village (whose ancestors were indigenous villagers of Hong

Kong since 1898), provisions are laid down in Annex III to the Sino-

British Joint Declaration to protect them. In view of this, the

clearance operation in Cha Kwo Ling should be carried out with meticulous

care and impartiality.

In order to protect our interests and rights while abiding

by the law, we write to object to the indiscriminate clearance in response

to your notice of 3 January 1986. We should be grateful if you would give

us your advice.
