On 17 December 1985, the Council having noted of memorandum XCRI(85) 29 Annex A, the Governor directed that, in respect of the planned Junk Bay Tunnel, studies should be undertaken to determine :-
(a) the feasibility of constructing a two tube tunnel, as an alternative to the proposal that a single tube be constructed initially while retaining the option to construct the
second tube at a later date;
(b)
of the
the feasibility of construction being undertaken by the private sector.
The purpose of this memorandum is to inform Members results of these studies and to seek advice on how this Project should proceed.

After considering XCC(84)68 on 30 June 1984, Members endorsed the Initial Results of the Territorial Development Strategy, which included the development of Phase I of Junk Bay new town with a target population of 175,000. Subsequently, in December 1985, the Development Progress Committee approved a modification to Phase I to allow for a population up to 223,000.

As discussed in XCRI(85)29 the planned population of Junk Bay in 1990/91 will be about 80,000. The traffic generated by this population can be accommodated by improving existing road links (Po Lam Road and Clearwater Bay Road). Beyond 1990/91, population buildup within Phase I will require the construction of at least one tube of the Junk Bay Tunnel. The early construction of the first tube
tube is also required to provide the conduit for major new water mains to serve East Kowloon, Hong Kong Island and Junk Bay, as shown on plan at Annex B and described in paragraph 10.

The Phase II development programme is presently being reconsidered and although it remains a strategic option it seems unlikely to proceed in the foreseeable future.
