Introduction

The purpose of this

memorandum is to seek the

authorization of the works, and the use as described in Annex A, to enable construction of the South Tube of the Junk Bay Principal Access to proceed.

Background

The need for a principal access road between Kwun Tong and Junk Bay was established by the Junk Bay Development Study completed in 1982. Following examination of various alternatives, a tunnel on the proposed alignment under Ma Yau Tong Village was preferred on the grounds that this minimized land resumption and that a tunnel could also accommodate distribution water mains which was also being planned. A twin tube tunnel, containing two lanes per tube, was recommended to meet the traffic demand in Junk Bay as the new town develops. The Junk Bay Transport Review 1984 identified the need for the first tube of the tunnel to be operational by early 1990.

The principal access road is to be constructed in phases; the western approaches, the South tube

tube of the

tube of the tunnel. This memorandum deals with the central portion, that is, construction of the South tube of the tunnel which is already in Category A of the Public Works Programme as Item 314TH.

The scheme

The proposed works form part of the Principal Access Road for the development of Junk Bay New Town. This will provide a direct road link between Kwun Tong and Junk Bay. The works will include the construction of a 900 metre long single tube tunnel with associated access roads, portals and ancillary works, and the closure and reprovisioning of an existing footpath.
