MEMORANDUM FOR EXECUTIVE COUNCIL

Land Acquisition (Possessory Title) Ordinance (Chapter 130)

ACQUISITION OF LAND FOR EASTERN HARBOUR CROSSING

Introduction

The purpose of this memorandum is to seek Members' advice on a proposed acquisition of land at Cha Kwo Ling for the construction of the Eastern Harbour Crossing.

Background

At its meeting on 3 December 1985, after considering memorandum XCS (85)7, Members advised, and the Governor ordered that a contract should be awarded to the New Hong Kong Tunnel Consortium (NHKTC) to finance, construct and operate an immersed tube road tunnel crossing the harbour between Quarry Bay on Hong Kong Island and Cha Kwo Ling on Kowloon. It would also finance and construct within the same structure an MTR rail crossing of the harbour.

Government has undertaken to make land available for the project and under the agreement with NHKTC, the consortium is to reimburse Government all costs incurred in providing

such land.

To implement the Eastern Harbour Crossing, Director of Engineering Development has requested the clearance of the area of land at Cha Kwo Ling shown coloured pink on the plan annexed. The land

land is required for the diversion of Cha Kwo Ling Road over a large sea water filled channel which is to be constructed between the sea front and Cha Kwo Ling Quarry. This channel will be used to float the immersed tube tunnel sections to the sea following their construction in a dry dock within the Quarry. Members will be asked to advise whether the acquisition of this land is for a public purpose.
