Providing adequate access capacity is provided to the New Town, the public are unlikely to be concerned if one or two tubes of the tunnel are built immediately although the Government may be criticised if the construction of the second tube at a later date results in complaints about noise. However if the second tube is constructed immediately, it is believed there may be criticism from the well-informed that funds are being spent on its construction before it is justified by traffic demand and forecasts.

Normal publicity will be given at the award of contract stage.
Financial and staffing implications

If a decision is made to include the second tube in the contract currently being tendered, a request would have to be made to the Public Works Sub-Committee and Finance Committee to increase the funds committed for this project by $170 m.
This is in addition to the $182 m already allocated
