project. Clause 34 deals with the diversion of cables and
other utilities and clause 35 details a number of
additional obligations placed on the Road Company.

Part VII deals with the continuing obligations of
the Road and Rail Companies in respect of defects (clause
36) and repair (clause 37) after the completion of the
construction works. The Government is required to pay 1/3
of the repair costs of the immersed tube after the lapse of
the rail franchise. The immersed tube may be closed for
repairs (clause 39).
The Road Company is given the right
to control the laying of pipes and other utilities in the
immersed tube, subject to the power of the Mass Transit
Railway Corporation to prevent them from being layed in the
railway areas and the requirement for the Director's
approval. This may be withheld in the interests of safety
or to prevent obstructions (clause 40). The Government has
powers of entry (clause 41) and the Road and Rail Companies
must supply to the Director information relevant to their
duties under this Part (clause 42).
Regulations can be
made by the Governor in Council relating to the road tunnel
area or generally to carry out the provisions of the Bill
(clause 43).
