exercise

such control over the

facilities for shipping available in its territories and take

such other measures as might be necessary with the object of

securing that ships under all flags were used in conformity

with the general purpose and objective of the DSA.

Remuneration would be paid by users (government or private)

of ships. Such remuneration would be determined by the DSA

on a fair and reasonable basis. Ships performing comparable

service would be employed on comparable terms irrespective

of flag.

All losses suffered during the war of ships contributed

by individual governments to the pool would be taken into

consideration in any arrangements to be made for the replace-

ment of tonnage.

It was also agreed that in executing its

DSA would, so far as possible and subject to the over-riding need

for economy in the employment of shipping and the most effective

means of carrying out its general objectives, secure that ocean-

going merchant ships in the central pool shared in a just and

reasonable manner the risks of operation in the various danger

zones, participated equitably in carrying high- and low-revenue

cargoes, and were directed as often as reasonable and practicable

to voyages terminating at national ports.

Planning Board for Ocean Shipping (PBOS) into detailed plans

(including arrangements for war risks insurance) which have been

progressively amended to reflect changes in the shipping industries
