33 As explained in the annex, NATO would pool its ocean-going
merchant shipping in war. The adequacy of such merchant shipping to
meet civil needs has therefore to be considered in Alliance rather
than national terms. Studies have been carried out by the United
States, the United Kingdom, and we understand Norway, of their
national demands but these are insufficient to provide an indication
of the overall supply/demand balance for the pool. The Government
has therefore taken the initiative in ΝΑΤΟ in pressing for a
NATO-wide study to be made, and proposals are being considered by
NATO's Senior Civil Emergency Planning Committee.

The table below sets estimates of the UK need for various types
of ocean-going ship in tension, conventional war, and the months
following conventional war, arranged against NATO pool, the UK
contribution to the pool, and NATO-owned foreign-registered vessels.
No allowance is made for chartering or prize tonnage.
