2. Amendments of substance to the Kowloon-Canton

Railway Corporation Ordinance include the following

-

(a) clause 5 confers on the Corporation the powers to

construct and operate the new light rail system

and to operate bus services within the North-west

Transit Service Area;

(b) clause 6 as read with clause 20 vest in the

Corporation rights in relation to land needed for

the new railway;

(c) clause 8 increases the borrowing limits of the

Corporation from $1,500,000,000 to

$3,000,000,000.

The provision that the Financial

Secretary may authorize an increase of this sum

is not affected;

clauses 10 and 12 extend provisions of Part V

relating to the extension of the Kowloon-Canton

Railway to the construction of the new railway;

clause 13 relieves the Corporation from the

obligation it would otherwise have to reimburse

the Government for land acquired for the new

railway;

(£) clause 14 enables the Governor in Council to make

regulations dealing with signs and indicators on
