Another group of District Board members comprising traditional elements (some of whom supported the original LRT proposals back in 1984), and who include LegCo member TAI Chin-wah,have had discussions with Alfred TSO (the DB member who is on the KCRC Board). Mr. TSO has persuaded them that the monopoly is unavoidable if the LRT is to be introduced. They have responded by putting forward a number of moderate and reasonable requests in connection with the future implementation of the LRT.

The pressure group side have committed themselves in public to an anti-monopoly position and it is unrealistic to expect that they will back down under any circumstances. However, those points that they have raised in their publicity materials have been weak and it is believed that they are well aware that the LRT cannot be introduced with unfethered competition from other modes of transport
especially buses. It is anticipated that they will take the opportunity to press forward with their opposition to monopoly on principle but they would stop short of action which would threaten the successful completion of the LRT. It is believed that the main concession they would seek is the dropping of proposals to abolish sectional fares on long distance bus routes and to prevent the picking up and setting down of long distance passengers in competition with the LRT.

Active efforts are being made to provide the public with an accurate view of the proposals for the restriction of competition within the TSA and to make clear the reason why they are needed. Tuen Mun people do support the introduction of the LRT and it is anticipated that the arguments for the proposed legislation, put
forcefully and persuasively, will overcome the
antagonism to the scheme presently in evidence.
