Thank you for your letter of 24th November, 1983. The Kowloon-Canton Railway Corporation is pleased to consider the possibility of owning and operating the Tuen Mun/Yuen Long Light Rail Transit System. During the next few months, we will be assessing the viability of the project.

Your offer of assistance on the technical and economic aspects will be very useful to our evaluation, and we will also be seeking your views on the minimum requirements for the system. We understand that there would be no financial support in the form of guarantees or loans from the Government and should we accept the project, the Corporation would be responsible for all funding arrangements.
