under section 11(2)(b) of the Ordinance the Governor in Council should authorise the works and the use as described in Annex A; or

under section 11(2)(b) of the Roads (Works, Use and Compensation) Ordinance (Chapter 370) the Governor in Council should authorise the works and use as described in Annex A, subject to any modification or conditions and, if so, the nature of such modifications or conditions.
