The purpose of this memorandum is authorisation of road works and the use of those works to enable the reconstruction of the drainage system in Cleverly Street between Des Voeux Road Central and Connaught Road Central to proceed.

The background

The scheme forms a part of the proposed reconstruction of Des Voeux Road Central between Wing Wo Street and Morrison Street which is already in Category A of the Public Works Programme

Programme (PWP Item 285TH) as a project entrusted to the Mass Transit Railway Corporation (MTRC). It is designed to repair and raise the roads in this area, which are now in a dilapidated state, to higher level in order to reduce the frequency of flooding and to replace the single tram tracks with double tram tracks in Cleverly Street and Morrison Street. The proposal was first gazetted on 29 March 1985, the scheme and plan of which are at Annex Al,

at Annex Al, to which no objections were received within the statutory period of 60 days. It was subsequently authorized by the Secretary for Lands and Works and construction work commenced on
