EXTENSION OF FRANCHISE

Introduction

At the meeting on 18 February 1986. after considering memorandum XCC (86)33, the Council advised and the Governor ordered that :-

(a) the franchise of the Kowloon Motor Bus Company (1933) Ltd. (KMB) should be extended for a further period of two years to 31 August 1993; and

(b) a further submission should be made to Members as soon as practicable on a further two-year extension of the franchise to 31 August 1995.

This memorandum seeks Members' advice on whether the franchise granted to KMB should be further extended to 31 August 1995 under section 6 of the Public Bus Services Ordinance (Chapter 230), which provides that :-

"(3) The Governor in Council may, at any time

during a franchise period :

(a) whenever he considers it appropriate having regard to any circumstances affecting the franchise; and

(b) if he is satisfied that the grantee

is

capable of maintaining a proper and efficient service,

extend the franchise from time to time for a further period not exceeding two years."
