The purpose of this memorandum is authorization of the works, and the use described below, to enable the construction of the Pedder Street Underpass scheme to proceed.

Background

The works form

part of the project known as "Upgrading and dualling of Connaught Road and ancillary roadworks which is in Category AB of the Public Works Programme as Item 197TH. The works are intended to improve traffic conditions in the Connaught Road corridor through Central and Western which is becoming increasingly congested due to increasing traffic volumes and conflicting movements of through and turning traffic. The Upgraded Connaught Road will segregate through traffic from turning traffic, and provide a dual two-lane free flow through route along Connaught Road between Harcourt Road and Hill Road, so as to give relief to the traffic congestion. This would be achieved by providing grade separation at major junctions, by providing a central barrier along the remaining ground level sections of Connaught Road to prevent cross turning movements and by providing footbridges to segregate pedestrian from vehicular traffic

where necessary.

Essentially, the project comprises four major elements, as follows

(a)

-

reconstruction of the Harcourt Road Flyover and the Harcourt Road/Cotton Tree Drive Interchange;

(b) construction of a Pedder Street Underpass;

(c)

construction of a Rumsey Street Flyover from Gilman Street to Sutherland Street;
