The scheme

scheme will provide three exit points which are shown on plan No. HH 5337 at Annex D:-

(a) via Harbour View Street north of Exchange

Square for eastbound traffic, as at present;

(b)

left turn at Gilman Street onto Connaught Road Central Eastbound. This will be an unsignalised give way junction;

(c) free flow left turn exit lane from Harbour View Street onto Connaught Road Central Eastbound.

The scheme will provide an additional exit point and will remove the traffic signals at one of the existing exit points. It will therefore be possible to disembark vehicles more quickly than at present.

Regarding 16(b), the U-turn facility presently provided west of the Pedder Street junction will be retained on completion of the Upgraded Connaught Road project and this U-turn facility operates freely even under the existing congested traffic conditions. Additionally, the Pedder Street Underpass will carry almost all of the through traffic (more than 70% of total traffic), thus considerably relieving the existing congestion at this junction.

Regarding 16(c), westbound vehicular ferry traffic in detouring via the U-turn at the Pedder Street junction will not have to traverse any traffic light signals, since the existing signals at Pottinger Street, Queen Victoria Street, Jubilee Street and Gilman Street will all be removed as part of the Upgraded Connaught Road project. Additionally, U-turn traffic will have access onto the Rumsey Street Flyover, and will therefore be able to travel in free flow conditions as far as Water Street in Western District. The additional distance travelled by westbound vehicular ferry traffic in making the U-turn at Pedder Street will not be significant when taken together with the overall improvement in traffic flows, and the improved access to Western District, provided by the Upgraded Connaught Road project. The average peak hour journey time at present for vehicular ferry traffic travelling to Water Street is about 10 minutes. It is estimated that journey times for traffic
