Mr Renton congratulated the agency on the impressive start it had made to its review of safety standards post Chernobyl. Dr Blix acknowledged that the cooperation of the Soviet authorities had been essential to this work. The Soviet willingness to cooperate, while still surprising to some, would not have been forthcoming even three years ago. He felt that the early visit to the Soviet Union by an IAEA team had, to a certain extent, helped the Russians reassure their own population after the accident. The Soviets had made it clear that in the future they wished to participate fully in international cooperation for nuclear safety.
3. Asked about the Operational Safety and Review Team (OSART) programme, Dr Blix said that it was essential that OSARTS should not be cosmetic. Where problems were discovered they should be communicated honestly to the host government. A recent mission to the Netherlands had found a number of things to criticise and had done so. Their report had been welcomed by the Netherlands Government for its frankness. Mr Renton asked whether third countries would have access to OSART reports. Dr Blix said that this was a matter for the host government. The IAEA itself would not make copies available to third parties. On the costs of the OSARTS, Dr Blix said that the host government would be expected to meet all local costs but that the IAEA would fund travel
costs.
4. Turning to the question of the IAEA budget, Dr Blix stressed that IAEA was entirely owned by member states. If states decided that there should be zero growth, the Agency would arrange its priorities accordingly. In 1986 the IAEA would for the first time use up its entire budget. Mr Renton stated that the UK was firmly attached to the principle of zero real growth. What prospects were there for defraying more costs onto host governments? Dr Blix said that it was possible to ask host governments to accept the travel costs for the OSART teams but he had not gone further into the subject to date. He was relatively hopeful that the US would reach a compromise over its
