Thursday, October 9: Remarks on the Daya Bay plant by the Governor in his annual address at the opening of the 1986/87 session of the Legco yesterday received good coverage in the media.

He said concerns over the nuclear project expressed in HK had been fully relayed to both the British and Chinese Governments.

In a related development, Financial Secretary Piers Jacobs, when asked by reporters upon his return from Washington yesterday whether the HK Government would be represented on the advisory committee on the Daya Bay project, said that membership of the committee should be decided by the Guangdong Nuclear Power JVC.

There were nuclear experts in the private sector and there was no need for HK Government officials to sit on the committee.

Legco member Szeto Wah said the Governor's speech had failed to tackle head-on HK's hidden worries such as the aftermath of the Daya Bay controversy -

Editorially, Ming Pao regretted that the Governor's speech only gave a passing reference to the Daya Bay controversy.

Friday, October 10: The planning and contract manager of the Guangdong Nuclear Power JVC, Peter Littlewood told newsmen after á the Daya Bay plant would be ̃bubmitt̃«dto^_nafety analysis reports on authorities early next year and civil engineering work would begin after the report was endorsed, the media reported.

According to Mr Littlewood, a permit for the construction of nuclear reactors would be granted by the Chinese authorities if the second safety report was approved. The plant would be allowed to operate if the third and final safety report was endorsed.

Media reports quoted him as saying that his company would continue to cooperate by responding to all requests for information from the Government.

Radio-3 reported that there were some concerns in the Government that some of the information required by the UK Atomic Energy Authority (Harwell) for compiling a safety report was not yet available.
