Thank you for your letters of 9 and 11 May to the Prime Minister. I have been asked to reply.

As you know, talks are taking place between the British and Chinese governments about the future of Hong Kong with the agreed common aim of maintaining stability and prosperity. The Secretary of State announced in Hong Kong on 20 April that it would not be realistic to think of an agreement that provides for continued British administration in Hong Kong after 1997. We are therefore examining with the government of China how it might be possible to arrive at arrangements that would secure for Hong Kong, after 1997 a high degree of autonomy under Chinese sovereignty and that would ensure the continuity of Hong Kong's stability and prosperity and way of life together with the essentials of the present system. The British government is working for an agreement in which these arrangements would be formally recorded and which would encourage all the people of Hong Kong to continue to live and work in the territory.
