Sir Edward Youde, The Governor.
July 25th 1984.
concrete evidence to support the fact that majority of Hong Kong people want the
British Government to be in Hong Kong after 1997, both the British Government and
the Chinese Government cannot possibly deny that members of Umelco are telling the
truth, the whole truth, nothing but the truth. The point is that in a world of
justice, righteousness and integrity, only the truth will conquer and set Hong Kong
people free, especially if leaders in China are reasonable men. But now the truth
is put aside and forgotten completely. Besides, it is obvious that the setting up of the Sino-British working committee to oversee Hong Kong administration before 1997 is an indication that leaders in China are prepared to control Hong Kong any time before 1997. Consequently, leaders in China play a fool's game with the Bri- tish Government to victimise Hong Kong, to their hearts' content, especially if the British Government lets leaders in China have their own ways.
Perhaps it is high time that the British Government stands firm for a change.
Otherwise, whenever the British Government gives leaders in China an inch and leaders
in China will take a yard. If the British Government agrees about the setting up of the Sino-British working committtee to oversee Hong Kong administration before 1997, I think, it is only fair that the British Government counter propose that such com- mittee must continue after 1997, for a period of 50 years, to guarantee that Hong Kong people may have democracy and self-administration in Hong Kong after 1997.
Herewith, I am enclosing a copy of my message to Mr. Richard Luce on July 13th
1984 for your information and reference. I would not know if Mr. Richard Luce got my
message through the Umelco Office.
Nevertheless, since the wishes of all those Hong Kong people who fall into the first category have been ignored and labelled unrealistic, is it a presumptuous re- quest to ask the British Government to stick to its right and carry out British ad- ministration in Hong Kong until the last minute in 1997 before China regains soverei- gnty?
I ask such a question because I find that current leaders in Hong Kong seem to try to intefere the British administration in favour of China, As a matter of fact,
many Hong Kong people and I do not have any faith and confidence in all those current
leaders who are too anxious to take over Hong Kong from the British Government. I
hate to say that they have given me the impression that they cannot even think straight
and are just as disgusting as those leaders in China. You see, they do not even appre- ciate that 'haste is of the devil' and it is wiser to be 'slow but sure' in dealing with the introduction of democracy and self-administration in Hong Kong. Besides, they appear to be like ungrateful dogs and so they may turn out to be trouble makers
to incite and violate Hong Kong people to become anti-British, with their extraordinary talks and activities. Therefore, for the sake of stability and prosperity in Hong Kong before 1997 how I wish you could tell them to shut up, pack their bags and go to hell.
This letter is merely served as an outlet for my pent-up emotion and I, of course, would like you to read this letter together with the enclosure, in the hope that you may watch out 'A house divided against itself cannot stand' and make sure that those current leaders in Hong Kong who are keen to take over Hong Kong from the British Government behave themselves.
With all good wishes and many thanks for your kind attention.
c.c. Sir Geoffrey Howe through Umelco Office.
and so forth.
Yours sincerely,
