Further to my letter of 30/8/1986 addressed to the Prime Minister of the United Kingdom,, this is to make it perfectly clear that I have merely tried to convey the concrete facts to you that I shall not be sur- prised if the nuclear power in Daya Bay will get out of control. Not fear at all.
Since such China's internal affairs would cause disaster in Hong Kong if the nuclear power in Daya Bay should get out of control, therefore, under such circumstances, you are certainly not meddling in China's inter- nallaffàira but are fully justified to do your upmost to prevent people in Hong Kong from becoming victims, as a result of the nuclear power getting. out of control, by simply requesting the Chinese Government in mainland China to postpone signing the contract concerned for the time being, until 1 July 1997.

You see,, it would be stupid
the Chinese Government in main- land China should go ahead and have the nuclear power in Daya Bay, by way of paying a fortune for those safety measures which can never be able to cope with the unforeseeable situation. Why can't the Chinese Government in mainland China choose a place remote from Hong Kong ?.
As regard to the political change, it would not only be wrong but it would also be stupid to have any drastic changes instead of letting Her Majesty Government have full responsibility to run Hong Kong, up to 30 June 1997. The point is that without Her Majestic Government in Hong Kong, it is for sure there is no such thing as self-administration in Hong Kong after 1997 when the Chinese Government in mainland China take over Hong Kong from Her Majesty Government. Recently, Mr. Martin Lee has already said that there will not be a high degree of autonomy under Chinese severdig sovereignty according to what he can foresee.... Therefore, it is definitely better for Hong Kong in every way to have British Administration right up to 30 June 1997 just to ensure stability and prosperity in Hong Kong.
Can't you see leaders in mainland China have only been making stupid fools of all people in Hong Kong 7
