Following my letters of 30 August 1986 and 1 September 1986, may I now complain to you that the Governor,, Sir Edward Youde together with 2009 Legco members have totally ignored the outcry of the majority of people in Hong Kong on the issue of the nuclear power plant in Daya Bay. Only 10 Legco members have duly done their best to pay attention to the public.

Apparently, Sir Edward Youde and the 20 Legco members have been doing a very bad job for Hong Kong as they could become the instruments of the Chinese Government in mainland China to victimise people of Hong Kong instead of caring for them.. If they are not helping the Chinese Government in mainland China to get people of Hong Kong to accept the nuclear project in Daya Bay they are already completely defeated before t have even starté started to fight for what people of Hong Kong wish for. Therefore, you ought to stop those 20 Légco members to go and surrender, just like that, without any consent from the majority of people in Hong Kong, in writing.

After all, it is the duty of Legco members to convey the wishes of people in Hong Kong concerning the nuclear project in Daya Bay to the Chinese Government in mainland China. So, Legao members must carry out such a mission to convey the wishes of people in Hong Kong to the Chinese Government in mainland China. It would be wrong, that those 20 Legco mem- bers should misuse and abuse their power to impose their own wishes on people in Hong Kong.

You see, every day is a gift from God and people of Hong Kong are merely wanting to treasure such a wonder gift from God. Therefore, please do kindly extend your helping hand to them now,, right away.

I am sure, you can succeed to persuade the Chinese Government in mainland China to meet the wishes of people in Hong Kong, es- pecially if you too should agree to meet the wishes of many people in the United Kingdom who are anti-nuclear, after you have acquired knowledge and understand of all the hazards of nuclear power,

Would you kindly note that recently, the Swedes voted to close all nuclear power stations by 2010,, as reported in South China Morning Post, Sunday, September 7th 1986, page 13.

Undoubtedly,, all the safety measures are marvellous to deal with what can be foreseen. But, no experts can provide any safety measures to cater for what cannot be foreseep Right ? Not to mention about 'human errors' The key issue is that it is what cannot be foreseen may cause the nuclear power to get out of control to destroy mankind any time.

Is it worthwhile to have the service of the nuclear power for long as a cen- tury or more and then one day, suddenly, the nuclear power gets out of con- trol to destroy mankind, by way of any unforeseeable errors ?

Anyway, any brand new nuclear power plant with all the best safety meausres for instance, the nuclear power in Daya Bay, could get out of control, just the same,, without luck, to destroy mankind.

My contention is that it is a bit of luck' that mankind can make
