The HK Economic Journal discussed why Umelco members Maria Tam and Allen Lee seemed to have changed their stand and had adopted a position in opposition to the anti-nuclear camp that had the backing of one. million signatures. It noted that Miss Tam was now a China-appointed BLDC member while Mr Lee had business links with China. it was normal for people to consider their personal interests before

The paper said making an important decision. The stance taken by Miss Tam and Mr Lee on the Daya Bay issue also indicated that they did not have any hope on the possibility of direct elections being introduced in HK. It was not surprising that those who wanted to improve their relations with China made use of the Daya Bay issue for this purpose. Miss Tam had shown

that she had got used to be a rubber stamp and would not say "no" to decisions made by China and the HK Government.

Friday, September 26: Umelco member Maria Tam said that she would propose at today's Legco in-house meeting that the price of electricity from the Daya Bay plant be subject to control and the monitoring by the Umelco public utilities panel, the media reported.

Speaking to reporters during a visit to a nuclear technology exhibition yesterday, Miss Tam said that the Umelco panel could ask China Light to explain its future policy on setting the price of electricity from Daya Bay through the Economic Services Branch.

She added that there was no need to ask the company to make public its commercial agreements with the Guangdong Nuclear Power JVC or to set up any select committee on the matter.

She said she would present a report on the recent Peking visit by members of the Legco fact-finding missions at today's meeting.

In a related development, Legco Unofficial Dr Daniel Tee said after a public function yesterday that the price of nuclear-generated electricity should be brought under the control of the Umelco public utilities panel.

Some press reports quoted Dr Tse as saying that China Light should make clear its policy on formulating future nuclear energy prices.

Quoting reports from Peking and Vienna, some papers reported prominently that Chinese Nuclear Industry Minister Jiang Xinxiong told a special meeting of the International Atomic Energy Agency in Vienna yesterday that China would sign on two treaties relating to an alert system for nuclear incidents.

People concerned in Peking felt that the move would indicate that China was determined to ensure the safe operation of uclear plants

being built at Daya Bay and Qinshan.
