The summary report and the indicated chapters were not originally envisaged as being part of Phase II. Note, however, that Phase II was originally envisaged as containing a very brief review of accident frequencies, with a view to commenting on
whether the release category frequencies for Daya Bay might
differ significantly from those typical of European plant. that Phase I assumed they were typical of European plant.)

The treatment in Chapters 3,4 and 5 will depend upon the level of resources allocated in the Agreement and to a very large extent on the quality of the plant-specific information supplied by H.K.G. The limited time available, in combination with the fact that we are dealing with a French reactor being built in China, means that the information which can be obtained on the plant will be limited. Accordingly, whilst these chapters will provide some valuable information, they cannot be rigorous
and cannot be defended as such in public.
An alternative to the above would be to condense Chapters 3,4 and 5 into one chapter, which would comprise a brief review of the safety features of the Daya Bay design (based on the same information supplied by H.K.G. and on analyses performed in other risk studies), aimed at a statement such as, that the consultants see no reason why the accident frequencies should differ significantly from those typical of European plant or that they
might differ by a certain amount.
