Another leader of the delegation, Allen Lee, was quoted as saying that Li Peng had agreed to a proposal contained in the Legco nuclear report that HK representatives be allowed to participate in the monitoring of the plant at Daya Bay.
On the economic aspect of the plant, Mr Lee said Li Peng had told the Legco group that after 1999, the JVC's profits would be controlled by a system which would be similar to the scheme of control in HK.

However, Mr Li would not guarantee that electricity generated from the Daya Bay plant would be cheaper than that generated by the two power companies in HK.

The paper quoted Allen Lee as saying that he was partially satisfied with the reply by Li Peng.
In a separate report, the paper quoted the chairman of the HKNIC, William Stones, as saying that his company would not re-open talks with the Guangdong Nuclear Power JVC to ask for an extension of power price guarantee from the original six years to cover the entire life of the Daya Bay plant.

TVB-Jade and some papers noted that in receiving the Lagco members, Mr Li told Richard Lai that China welcomed opinions for and against the construction of the Daya Bay plant.
After a tour of the Nuclear Research Institute at Qinghua University, Allen Lee said that those who opposed to the building of the plant should go to China to see for themselves because they were not aware of China's achievements in the nuclear field, TVB, RTHK and some papers reported.
A farewell dinner hosted by the Director of HK and Macau Affairs Office, Ji Pengfei for the Legco delegation last night was also accorded good coverage in the press.
Mr Ji told Legco members that China would ensure that the highest possible safety standards would be adopted at the plant because the Chinese Government would be responsible for HK people.
