The procedures for inspection and licensing of nuclear
power plants are modelled along the procedures adopted in
countries which are more advanced in nuclear energy development.
These procedures are embodied in the "Safety Management of Nuclear Installations Regulations". It is stipulated that for
each nuclear installation in China, the operating unit has to
obtain a construction licence and operation licence.
operation staff have to
have to be tested for their knowledge and skill
in nuclear technology before a licence is issued to each of
them. Operator licences are subject to periodical renewal
processes. The scrutinization of applications for these licences is one of the major functions of the NNSA. The aim is to ensure
safe construction and operation of nuclear power plants.
