(2) Precautionary Measures to Protect Food and
Drinking Water : We raised the question of what measures would be
taken by the authorities in
in the event of the occurrence of a
serious accident to prevent the contamination of food and surface water from affecting the health of people in Hong Kong and the
nearby regions. We were given to understand that EdF would provide the relevant information in detail 6 months after the
signing of agreement.
damages and effects
Upon receipt of the information, the
that might possibly be caused by the
occurrence of serious incidents could be calculated and more
accurately assessed. A detailed programme could then be worked
out to prevent undesirable effects of contamination on the food
chain, sources of water supply and land surface water.

(3) Nuclear Waste Disposal and Decommissioning of
Plant : China planned to build in its north-western part а
central storage for
for high level nuclear waste. However, they
believed the problem of permanently storing nuclear waste would
only arise 10 years after the Plant started operation. On the other hand, China was now studying methods of recycling the
nuclear waste for re-use. In her Seventh 5-year Plan, China set
aside fund for the research into nuclear waste treatment. China
had solutions for the problems concerning the disposal of medium
and low level waste, and at the same time had started work on
disposal of high level waste.

China joined the nuclear plant decommissioning research
programme of IAEA last year. In the case of Daya Bay Plant, we
were told that the cost of decommissioning had been included in
the financial estimates, and the problem would not be left until
the time of actual decommissioning of the Plant.
