BILATERAL WITH

POINTS TO MAKE (If necessary)

Daya Bay

ON 24 SEPTEMBER 1986

We are pleased to see that the contracts (due for signature on 23 September] have been signed, particularly with GEC.

We are grateful for Chinese understanding of the importance of reassuring the people of Hong Kong over safety aspects of the project.

We have been very pleased with the way the PRC have approached the safety question. This will continue to be most important for the continued reassurance of the population of Hong Kong.

We continue to regard the project as an important part of our expanding relationship with China and remain fully committed to its successful implementation.

We have invited the Chinese to send a delegation of senior nuclear experts to the UK to study our safety and regulatory procedures. The invitation stands open.
