Nuclear Power Plant. We were given to understand that the

training programmes for staff of the Plant had been prepared

according to the standards laid down by IAEA and would

implemented according to the provisions as stipulated in the

agreements made between the Joint Venture Company and the

relevant foreign companies. Before completion of the Plant, key

staff of the Plant would receive training in Europe and in

China. A training centre installed with a simulator would be

established at the Daya Bay Plant. The training programmes adopted in the centre in Daya Bay would be similar to those used in France. Personnels under training in the simulator

before they were qualified to obtain national permits. In addition China has already bought a US$10 Million simulator for installation at the Tsinghua University for general training of

future plant operators.

The Chinese authorities said they understood that

refresher training could help strengthening the operating staff's response ability in emergency situations. Details of refresher training programmes were still to be prepared but the frequency would conform with international practice. The GNPJVC management

told us that refresher training would be carried out in the simulator centre where operating personnel would be trained for their response ability under normal, abnormal, difficult

accident circumstances of the Plant.
