I attach a contribution for the article Secretary of State has agreed to make to the above newspaper, marking the Queen's visit to China.

This draws heavily on a previous article which was cleared with FCO. However, I am copying the present contribution to FED and Hong Kong Department to give them the opportunity to comment if they so wish.

I think it would be best to make no reference to any possible future visit of Mr Walker to China.
