(4) An Independent Inspectorate to Inspect Nuclear
Power Plants
: The National Nuclear Safety Administration (NNSA) of China is responsible for safety inspection and enforcement.
The Safety Management of Nuclear Installations Regulations
provide that the NNSA and its regional offices send out resident
inspectors to inspect and enforce nuclear safety regulations in
respect of the construction and operation of nuclear
installations.
39.
We learned from the Chinese authorities that the NNSA
had decided to set up inspection offices at Daya Bay and Qinshan. There are at present 8 inspectors who will inspect the
construction and other apsects of the plants.
40.
These inspectors are independent and are not attached
to the management department of the nuclear plants. This inspection system would be enforced throughout the life-span of the nuclear plants. The independence of the inspectorate is
based on the
the principle that NNSA exercises its powers according to a complete set of established monitoring procedures and works according to the rule of law and not according to the rule of
man.
