operational details have yet to be worked out;

(ii) We were assured of the HKNIC's management parti-

cipation at all levels throughout the life-span

of the plant;

(iii) There are clear delineation in the sphere of

responsibilities between the Government ministries

and agencies for management and regulatory control

of nuclear power plants, The National Nuclear

Safety Administration operates as an independent

regulatory body, with the necessary authority

prescribed through legislation. It aims at ensuring

the safe and quality construction and operation of

nuclear power plants strictly in accordance with

the laid-down safety regulations;

(iv) Details of a comprehensive and well

coordinated

emergency plan will be drawn up in the next 2 to 3

years in accordance with the IARA standards and the

specific needs of the areas in the vicinity of the

plant;

(v) As far as the design and construction of the plant

are concerned, we have been assured that the site

of the Daya Bay plant is not linked to any under-

ground water source. We have also been told that

a hydrogen-recombiner system and a system achieving

the same objective of the pressurized containment

penetration design used in the Zion plant in USA

have been incorporated in the Daya Bay plant. We
