Premier Li Peng, we started off by inviting his

attention to the worries of the people of Hong Kong

over the safety, operation and management of the Daya

Bay plant and the different views held by various

sectors of the community on the project; Vice-Premier

Li and other relevant authorities in China indicated

that they fully recognised and understood the worries

of the people of Hong Kong over this issue.

We were

told that the Chinese government had not taken the

Daya Bay project lightly, and in fact, ever since 1979

many Chinese experts, as well as the leadership, have

travelled extensively to take a close look at nuclear

plants all over the world, and they were deeply aware

of the need to secure the highest standards of safety.

(b) to exchange views with the relevant Chinese authorities

and to persuade them to consider favourably the specific

observations contained in our report:- We have had

intensive discussions on each of the observations with

the relevant authorities, and have obtained their

positive responses.

To highlight a few particular points which may be of

interest to the people of Hong Kong:

(1) Independent advisory body on safety and management

aspects of the Laya Bay plant with Hong Kong

participation

fact that the terms of reference and other
