I am sure you are aware of the planned Daya Bay nuclear power plant and its effect on Hong Kong, and I thought you might be interested in the attached speech which, unfortunately, is a little long but has to be read in toto in order to understand my reasoning.
My suggestion to go for inherent safety certainly makes sense also in other countries, in other situations, and especially in the U.K.
