The nuclear storm whipped up in Hong Kong by the Chernobyl

incident of the USSR has lasted more than four months and is now dying

out. Publication of the Report Of The Legco Fact Finding Delegations

On Nuclear Power Generation at this point is exactly the start to clean

up the messy situation. The Chinese and Hong Kong governments are now directing a drama that would have a happy denouement so that members of

the Legislative Council, the protagonists, could step down from the stage

safely.

Last Saturday when the Report Of The Legoo Fact Finding

Delegations On Nuclear Power Generation was released, people of the

Chinese authorities and the Hong Kong Government immediately declared great importance should be attached to the document. And there was news that China would invite Legco members of the fact finding delegations to

Beijing to discuss together the observations made. Why should the report have been treated by the Chinese and Hong Kong governments with so much importance? What would happen next as the matter develops? To know the answer, we must first understand the problem that the anti-nuclear campaign has caused to the two governments and what the two governments are worried

about.
