Minister thought the delegation would also wish to know that Mr Waddington, Home Office Minister of State, would shortly be visiting Hong Kong to consider, amongst other things, the refugee situation. The Governor said he was glad to hear of the approach to the Honolulu countries, but warned that

Mr Waddington would need to be carefully briefed if his visit, and the resurgence of the refugee problem in Hong Kong, coincided with the ending of Britain's resettlement programme.

The Governor said that Hong Kong hoped that HMG would conduct a vigorous campaign on behalf of the acceptability of the new passports in third countries, and would not make any changes to the existing no-visa arrangements for Hong Kong people visiting Britain. Mr Renton said he could reassure the delegation on both counts. Our diplomatic campaign on passport acceptability would begin shortly. The indications from other

countries had so far been encouraging.
