1. You may remember that I exchanged letters with Sue Miller- earlier in the summer about a suggestion that Hong Kong should seek closer links with the IAEA.

2. After a discussion with Yaxley, while he was over here, we left things on the basis that we here would keep him in touch, from time to time with what was going on at the IAEA, and report important meetings.

As a start, therefore, I enclose copies of UKMIS telegram ELFU 12 of 29 August, and a set of the daily reports which Dr Gittus of the UKAEA's Safety and Reliability Directorate has prepared of proceedings at the recent IAEA post-accident review of Chernobyl, and which Yaxley may be interested to see. should be grateful if you would arrange with your colleagues in HKD to send them out. Dr Gittus' reports are not meant for publication (although they have been widely circulated on the nuclear network); subject to your views on the proper treatment of telegrams, I should have thought that the UKMIS telegram would also be useful to him.
